POSITION PURPOSE

The Goodwill Staffing Services Leader is responsible for the strategic leadership, oversight, and operational management of Goodwill of Delaware and Delaware County’s staffing and talent acquisition functions. This position is responsible for annual business growth across the Goodwill of Delaware and Delaware County footprint in both public and private industries; building and maintaining business and organizational relationships; and ensuring effective recruitment and placement of qualified personnel to support organizational objectives.

This position must work collaboratively with Workforce Development and Human Resources departments in an effort identify synergies, share best practices, create operational efficiencies, share operational and business progress. In addition, the Goodwill Staffing Services Leader must consistently demonstrate ethics, integrity, and values that align with and uphold the mission and principles of the organization.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Oversee the day-to-day operations of the Goodwill Staffing Services department, including the recruitment, selection, and onboarding of temporary, seasonal, and permanent team members.
  • Lead the design, implementation, and management of effective employer branding and candidate pipeline strategies in alignment with the organization’s goals.
  • Analyze and leverage technologies and systems to improve business operations and processes.
  • Serve as a subject matter expert on staffing trends, market conditions, and best practices.
  • Create and implement Goodwill Staffing Services business growth plans for existing business and new business based on data-driven forecasting analysis.
  • Monitor and analyze key staffing metrics such as time-to-fill, turnover rates, recruitment source effectiveness, and candidate experience
  • Develop and manage staffing budgets, contracts with external staffing agencies, and client relationships.
  • Hire, supervise, mentor, and develop direct reports, fostering a high-performing, service-oriented culture.
  • Manage and continuously improve applicant tracking systems and staffing technologies.
  • Prepare and present staffing reports, updates, and strategic recommendations to executive and senior leadership.
  • Ensure that all staffing services operations are conducted in full compliance with applicable federal, state, and local employment laws, regulations, and contractual obligations.
  • Evaluate progress toward the achievement of goals and objectives on an on-going basis and implement corrective action, as needed, to address challenges and optimize performance.
  • Work with department heads and key team members to develop, review, and maintain comprehensive SOPs that align with organizational policies and regulatory requirements.
  • Effectively address and resolve customer issues and concerns escalated to the leadership level, ensuring timely, professional, and appropriate outcomes.
  • Actively participate as a member of the Leadership Team, providing strategic input to enhance organizational performance and drive future-focused growth and innovation.
  • Perform other duties as assigned.

EDUCATION/EXPERIENCE

Bachelor's Degree and at least seven years of progressive experience in staffing, talent acquisition, and/or workforce management, including at least three years in a leadership role. Experience managing high-volume recruitment environments is preferred. An equivalent combination of education and experience may be considered.

  • Demonstrated ability to work in a fast-paced environment and adapt to changing situations.
  • Ability to handle sensitive and confidential data.
  • Ability to work a varied schedule and travel to off-site locations as the needs of the business dictate.
